Having the problem again now. Thought it had gone away. One slot in the Gorgoroth fortress wont ever free up, no matter how many times I kill the warchief. Ended up taking the fortress anyway. I have captains. I have three captains under control but it won't let me put them in the two spots. It lets me have them go after the current three warchiefs (that I already have), but the two spots without warchiefs have little death shrines and it won't let me use them. I'm going to fastforward time and see what happens.
